ONR intends to award a $5.9M LDUUV Autonomy Test System as a Sole Source to Hydroid

Description: Notice of intent to award a Sole Source

The Office of Naval research (ONR) intends to issue a contract award to a sole source under the authority of FAR 6.302-1, Only One Responisble Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 14 May 2012 to Hydroid, Inc under Contract Number N00014-12-C-0132. The period of performance will be thirty-six (36) months, and the estimated cost is approximately $5.9M.

The prospective contractor shall develop an autonomy testing system that allows autonomy development on land based simulators to in water testing on UUV (Unmanned Underwater Vehicle) in a realistic environment.

ONR intends to award this requirement on a sole source basis to Hydroid, Inc. Hydroid uses the REMUS vehicle as the UUV Autonomy test System. The UUV autonomy test system is unique and not offered by any other contractor, and the REMUS vehicles are the only ones that can be used because of two reasons: 1) the vehicle control system is of the same architecture in both LDUUV and REMUS vehicles which make moving code from one vehicle to another easily;2) the autonomy manufactures currently with LDUUV INP are compatible with the RECON interface. RECON is only offered on REMUS UUVs.
